Xingyuan Planning organizes specialized technical training on "Supplementary Cultivated Land Quality Evaluation and Acceptance"

On 2026-03-9, to fully implement the strategy of "storing grain in land and technology," accurately grasp the latest policy requirements and technical specifications for farmland quality evaluation and acceptance at the national and Shandong provincial levels, strengthen full-process project execution capabilities, and effectively prevent and manage professional risks, Xingyuan Planning convened a special technical training meeting on "Supplementary Farmland Quality Evaluation and Acceptance" for all technical staff.

The meeting focused on a systematic review and analysis of national and provincial policy guidelines, with emphasis on core policy documents from both the Ministry and provincial levels: First, the "Measures for Acceptance of Quality of Supplementary Cultivated Land" and "Technical Specifications for Quality Identification of Supplementary Cultivated Land," jointly issued by the Ministry of Agriculture and Rural Affairs and the Ministry of Natural Resources. These establish a unified national framework for quality identification, a three-tier control mechanism for quality accounting, core evaluation logic, and mandatory regulatory requirements. Second, the "Detailed Rules for Acceptance of Quality of Supplementary Cultivated Land in Shandong Province" and "Detailed Technical Specifications for Quality Identification of Supplementary Cultivated Land in Shandong Province," jointly issued by the Shandong Provincial Department of Agriculture and Rural Affairs and the Department of Natural Resources. These define localized implementation details including differentiated indicators for the Huang-Huai-Hai region, 7 agricultural production compliance evaluations, soil sampling and testing, quality assessment, and post-supplementary cultivated land reporting procedures.

This training aligns with Xingyuan's planning business needs and provides an in-depth analysis of key project challenges: First, it establishes a standardized workflow for the acceptance evaluation of additional cultivated land, covering document handover, delineation of evaluation units, field surveys, soil sampling and testing, compliance assessment, grade determination, and multi-level verification. Second, it addresses critical pain points in cultivated land quality evaluation—including limited sampling windows, stringent sample control requirements, the "one-vote veto" rule for production compliance, coordination between Natural Resources and Agriculture departments,入库 grade requirements, and post-investment soil improvement. Under strict legal and regulatory compliance, we analyze these issues and develop compliant solutions to enhance land quality, ensure the quantity of newly added land, and maximize service outcomes.
