Ministry of Natural Resources and National Forestry and Grassland Administration Deploy 2026 Integrated Survey and Monitoring Work
Recently, the General Office of the Ministry of Natural Resources and the General Office of the National Forestry and Grassland Administration jointly issued the "Notice on Carrying Out Integrated Survey and Monitoring in 2026" (Natural Resources Office Letter [Year 2026] No. 1038), deploying and advancing natural resource survey and monitoring for 2026. The notice specifies that integrated transformation of survey and monitoring will be promoted in 2026,Discontinue centralized investigations, establish a routine survey and monitoring mechanism.
1. Primary Objectives
Focus on the needs of monitoring and evaluation for territorial spatial planning implementation. Advance survey and monitoring work for 2026 year in an integrated manner to comprehensively assess natural resource endowments and changes in land use status, while dynamically updating "one map" survey and monitoring data. Establish a unified natural resources survey and monitoring system featuring "unified base maps, standards, time points, platforms, and outcomes," driving a fundamental shift toward normalized, routine survey and monitoring.
II. Core Tasks
The Notice requires aligning survey efforts with the needs of monitoring and evaluating the implementation of territorial spatial planning, focusing on core management tasks such as controlling "Three Zones and Three Lines," implementing national major strategies, and executing major projects. The work priorities center on three key areas:
1. Changes in the three major categories of land: agricultural, construction, and unused land, as well as changes in cultivated land.；Second, changes in construction land types including residential, commercial, and industrial-mining areas, as well as their sub-categories.；Third, changes in forest, grassland, wetland, and desert resources.The Notice emphasizes that localities must refine indicators based on actual conditions, firmly avoid "one-size-fits-all" approaches, and ensure monitoring results accurately reflect real surface changes.
III. General Requirements
All levels of natural resources and forestry and grassland competent departments must strictly implementIntegrated organization, implementation, database construction, and applicationPrinciples: Unified reliance on the "One Map" national land survey cloud platform, implementing standardized technical specifications, data formats, database structures, and deliverable submission criteria."Four Unifications"Achieve deep integration of multi-source data, collaborative development and sharing of outcomes, and closed-loop business coordination.
IV. Work Arrangement
Improve the timeliness of survey monitoringConduct regular survey and monitoring throughout the year with dynamic updates to results. Compile phased outcomes by 2026-10-31 to support macroeconomic decision-making; aggregate nationwide annual survey and monitoring data using 2026-12-31 as the unified reference date. Complete quality assurance and submission of forest, grassland, wetland, and barren land survey and monitoring data by the end of 2 in 2027.
Uphold quality and safety standardsStrictly enforce the quality accountability system: "The monitor is responsible, the investigator is responsible, and the inspector is responsible," to ensure that survey and monitoring data are authentic, accurate, and reliable.
Deepen technological innovation empowermentAdvance the widespread application of cutting-edge technologies such as artificial intelligence, big data, cloud computing, and remote sensing intelligent interpretation in survey and monitoring. Accelerate the construction of an integrated sky-ground-sea "single map" monitoring network.
Currently, the Ministry of Natural Resources and the National Forestry and Grassland Administration have jointly developed and issued the "2026 Integrated Survey and Monitoring Implementation Plan" to all regions nationwide, while organizing a national video training session for systematic deployment.
