Xingyuan Planning organizes specialized technical training on "Annual Land Change and Forest, Grassland, Wetland, and Barren Land Survey and Monitoring"

On 2025-11-24, Xingyuan Planning convened a specialized technical training session on "Annual Land Use Change and Forest, Grassland, Wetland, and Barren Land Survey Monitoring" at the Group Conference Room.
This meeting focused on current priorities in natural resources survey and monitoring. It systematically reviewed key operational practices and policy changes for the annual land change survey and forest, grassland, wetland, and barren land monitoring. The session aimed to standardize technical specifications, streamline workflows, and enhance the professional competence of technical staff. The department head began by providing detailed guidance on: remote sensing image acquisition and processing, information extraction and patch monitoring, field surveys, and result reporting for the annual land change survey; as well as basic surveys, specialized monitoring, zoning, result requirements, and reporting for forest, grassland, wetland, and barren land. Following this, the General Manager facilitated a discussion with targeted questions, highlighted key points, and provided a comprehensive summary. Participants then engaged in in-depth discussions and active exchanges regarding the training content and related topics.
The meeting reviewed the latest policy requirements for the 2025 land and resources change survey database construction, with key points as follows:
1 Coordination with Forestry and Grassland Departments: For patches of forest land, grassland, or wetland changes, populate the relevant attribute fields based on results certified by the county-level forestry and grassland competent department.
2 Status Quo Farmland Changes and Determination: 1) For farmland where the topsoil remains intact (e.g., used for medicinal herbs, shallow-rooted fruits and flowers, or vegetables grown on trellises), no land use category change is required; however, the planting type must be noted. 2) For parcels marked as "not planted" last year that remain unplanted this year, update the attribute to "not cultivated." 3) For farmland with intact topsoil but temporarily altered crop usage, classify according to current land use and note "temporary adjustment of planting purpose." 4) For farmland where the topsoil is severely damaged and cultivation conditions are lost, survey based on current land use and mark as "farmland withdrawal." If withdrawn to unused land, a joint verification report from relevant provincial departments must be provided.
3 New Cultivated Land Recognition Criteria: First, for plots that were non-cultivated land last year but meet cultivated land recognition criteria this year, the planting attribute must be recorded based on actual conditions; labeling them as "not planted" is not allowed. Second, plots used for growing Chinese medicinal herbs, shallow-rooted fruits, flowers, or vegetables under trellises—where the plow layer remains intact—shall be surveyed as cultivated land and assigned the corresponding crop type code.
4 Forest and Grassland Determination Criteria: 1. For land classified as forest land last year (excluding areas marked with restoration attributes) where economic forests or orchards are planted this year, survey it as forest land and mark the "JJLG" attribute; survey results must be jointly reviewed by county-level forestry and grassland authorities and agriculture and rural affairs departments. 2. For forest land within the forest land management scope (excluding areas marked with restoration attributes) that has been clear-cut this year, survey it as "other forest land"; for temporary cultivation or intercropping, mark the "CFGXLSZZ" attribute. 3. For grassland last year (historically non-arable land) where high-standard perennial artificial pasture construction or seed production is carried out this year, survey it as "artificial pasture" and mark the "CYGC" attribute.
5 Criteria for Identifying Approved but Unbuilt Land: Areas already constructed are surveyed based on their actual use, while unbuilt areas are surveyed according to the approved use and annotated with current land classification.
The meeting emphasized that, starting from the 2025 fiscal year, a pilot program will be launched to integrate land resource changes with forest and grassland monitoring under a unified surveying and mapping approach. This will operate through a dual-track model of "routine monitoring + centralized updates" to achieve comprehensive, high-frequency dynamic monitoring of forests, grasslands, wetlands, and barren lands. The initiative aims to strengthen deep business collaboration and data integration between county-level natural resources and forestry authorities, ensuring timely detection, accurate verification, and synchronized updates of change parcels. This approach eliminates redundant surveys and data conflicts, significantly improving overall efficiency and data consistency.
This training effectively strengthened the technical team's capabilities and compliance awareness in natural resource survey and monitoring, laying a solid foundation for future standardized and efficient execution of survey and monitoring operations.
