Xingyuan Group Organizes "Major Supplementary Land Reclamation" Policy Interpretation and Specialized Technical Training on Inland Supplementary Cultivated Land Indicators

On 2025 12 12, Xingyuan Group hosted a specialized technical training session on the interpretation of the "Large-Scale Occupation-Compensation" policy and the inclusion of supplementary arable land quotas in its repository, held at the group's conference room. The training covered three parts: policy explanation, analysis of key points, and practical guidelines. First, the project lead presented the end-to-end process for including county-level supplementary arable land projects, breaking down operational details across four critical stages: preliminary preparation, plot potential assessment, remote sensing image screening, and provincial reserve system data entry. Clear control points were established for each stage to ensure projects pass provincial review and generate compliant occupation-compensation balance quotas. Subsequently, the group's general manager provided an in-depth interpretation of the core definition of "Large-Scale Occupation-Compensation," contrasting it with traditional county-level balance systems and the new "Farmland Entry-Exit Balance" model to highlight their interconnections and key differences. Attendees exchanged insights on practical challenges and shared work experiences through active discussion and collaborative sessions.
I. Core Concept of "Large-Scale Land Replenishment"
This training clarifies that "Comprehensive Land Requisition and Compensation" covers all scenarios of cultivated land occupation. It integrates and unifies the previous "Requisition-Compensation Balance" and "Entry-Exit Balance" policy tools, encompassing non-agricultural construction land use, internal reallocation within agricultural land, and land for agricultural facilities—all forms of cultivated land occupation. By coordinating control over all types of cultivated land occupation and replenishment across the entire area, and aligning with county-level annual limits on cultivated land occupation, it enables dynamic annual management of total cultivated land area.
II. Basic Standards for Potential Estimation
(I) Priority Rule for High-Quality Plots
During the pilot entry phase, prioritize selecting plots within the high-standard farmland construction scope since 2019 that already have cultivated land quality grades. Plots formed through reclamation of other agricultural lands, currently under continuous cultivation, or located in concentrated contiguous areas with surrounding farmland may be prioritized for registration and entry into the database.
(II) Slope Control Standards
Prioritize plots with a slope of less than 2 grade; the maximum slope for any plot entering the database shall not exceed 3 grade.
III. Inbound Review Requirements
(I) Minimum Contiguous Area Standard
Proposed land plots for inclusion must be contiguous with surrounding existing arable land.
(II) Prohibited Parcel Types for Entry
Land parcels that cannot be clearly identified as non-arable land in pre-change remote sensing imagery (e.g., suspected original cropland, evidence of intercropping or relay cropping, suspected leveled land) and those where stable cultivation cannot be visually confirmed due to factors such as full greenhouse coverage, plastic mulch obscuration, or poor image quality, shall not be included in the registration database.
IV. Inbound System Entry Guidelines
This is a pilot batch; land quality grading is not required at this stage (existing data will be used). In the later project phase, the supplementary arable land quality for this batch must be re-evaluated in accordance with unified requirements from the agriculture and rural affairs authorities. Additionally, the training reviewed the complete document checklist for adding supplementary arable land to the system, clarified reporting logic, material upload procedures, and data validation steps across all system stages, and outlined operational requirements to minimize audit rejections caused by entry errors.
This technical training session systematically reviewed the new "Large-Scale Land Reclamation" control logic and end-to-end technical guidelines for supplementing arable land quotas. It clarified differences between new and old policies, standardized operations for plot selection, image verification, and system reporting, effectively resolving prior ambiguities in practice. This strengthens the team's foundational skills in land remediation and quota management, providing clear technical guidance for the group's future standardized implementation of supplementary arable land projects and comprehensive land reclamation controls.
