On 2026, the Xingyuan Group and the School of Political Science and Public Administration at Shandong University (hereinafter referred to as "the School") officially signed an agreement and unveiled a plaque for the joint establishment of the "Shandong University Student Social Practice Base," marking a long-term strategic partnership. The event was attended by Zhang Zupeng, Chairman of the Xingyuan Group; Ma Ben, Dean of the School; and Zhang Haiying, Deputy Secretary of the Party Committee. This milestone signifies substantive progress in collaboration across multiple dimensions, including talent development, joint research projects, and shared outcomes.

At the signing symposium, Chairman Zhang Zupeng warmly welcomed the delegation from the School of Political Administration and Public Management. He provided an overview of the group's culture, management structure, core businesses, talent development, and external collaborations, along with future strategic plans. Chairman Zhang emphasized that the group places high priority on establishing robust mechanisms for talent reserve, incentives, and tiered development. It actively pursues synergistic collaboration and integrated innovation across industry, academia, and research. The establishment of a social practice base in cooperation with Shandong University's School of Political Administration and Public Management represents a key initiative to deepen school-enterprise partnerships. In the future, the group will leverage its comprehensive advantages in funding, technology, and projects to provide high-quality, all-round practical platforms for students at Shandong University, supporting the cultivation of top-tier talents. Simultaneously, by capitalizing on the university's outstanding academic and research strengths, both parties will strengthen collaborative research efforts in key areas such as rural revitalization, public administration, and territorial spatial governance, achieving true mutual benefit and win-win outcomes.

Dean Ma Ben provided a comprehensive overview of the school's history, disciplinary development, talent cultivation, and social services. He emphasized that establishing a student social practice base in collaboration with Xingyuan Group is a key initiative to deepen industry-education integration and expand educational resources. Dean Ma expressed hope that both parties will leverage this partnership to establish a regular communication mechanism, continuously expanding and deepening collaboration in talent cultivation, research projects, and social services. By integrating shared strengths around key disciplines and joint projects, the two sides aim to serve national strategies and regional development while exploring new pathways for collaborative education between enterprises and academia.

Additionally, both sides exchanged views and reached consensus on the overall approach for base development. They agreed to adhere to a "long-termism, steady and orderly" work strategy, emphasizing that school-enterprise cooperation must be grounded in compliance. All related activities, including social practice, shall be conducted within the policy framework and under the guidance of Shandong University and the School of Public Administration to ensure standardized contract fulfillment.

Following the meeting, Zhang Haiying, Deputy Secretary of the College Party Committee, and Zhang Zupeng, Chairman of the Board, signed the "Co-construction Agreement for Shandong University Student Social Practice Base" on behalf of their respective institutions. Subsequently, Dean Ma Ben and Chairman Zhang Zupeng jointly unveiled the plaque for the Social Practice Base.
