Xingyuan Group officially issues and implements the "Internal Management System Compilation"

To establish a sound daily decision-making mechanism within the group, optimize its organizational structure and governance framework, strengthen employee cohesion, alignment, identification, and sense of belonging, fully activate the internal drive of the management team, and continuously enhance the humanization, standardization, and practicality of management practices. Recently, the group has completed the drafting, deliberation, revision, and refinement of six core management systems. These were officially issued via documents Xingtou Fa [ 2025 ] 02 and 03. Subsequently, the "Internal Management System Compilation" (2025 Year 12 Month, Edition 1) was released to guide daily decision-making for the group and its holding subsidiaries. All systems included in this compilation have undergone democratic consultation and public notice procedures and are legally binding.

This consolidated compilation encompasses five administrative management systems—position management, attendance management, payroll management, financial reimbursement management, and confidentiality management—as well as the professional technical work performance assessment system. It comprehensively covers core internal management functions across human resources, daily approvals, compensation and benefits, tax and finance compliance, information security, and performance evaluation. This framework solidifies the Group's internal management structure, laying a robust institutional foundation for its steady development.

The formulation process for all policies adheres to the principles of openness, transparency, democracy, and rigor, strictly following standardized workflows. The Group Board solicits feedback and suggestions from employees through policy-specific interpretation sessions and internal symposiums, integrating reasonable requests to refine policy clauses in alignment with the Group's development needs. Furthermore, the complete set of policies is publicly displayed on the Group's internal work platform and signed off by all employees, fully safeguarding their rights to information, participation, and oversight. This ensures the policies are practical, actionable, and effective in real-world operations.

On 2025/12/23, the Group organized all employees to complete collective learning and democratic signing of the above policy content. The relevant policies are now officially effective.
