Implementation Plan for High-Quality Development of Surveying, Mapping, and Geoinformation Services in Shandong Province During the 15th Five-Year Plan Period

Recently, the "Implementation Plan for High-Quality Development of Surveying, Mapping, and Geographic Information in Shandong Province during the 15th Five-Year Plan Period" was officially released. The plan clearly states that by 2030, the province will fully establish a new basic surveying and mapping system, an integrated "space-air-ground-sea-network" comprehensive perception system, and a real-scene 3D model of Shandong, positioning itself as a pioneer area for innovative development in surveying and geographic information nationwide.

The plan focuses on five key tasks: building an integrated digital spatiotemporal foundation, enhancing the quality and efficiency of data factor support services, improving surveying and mapping management and security governance systems, strengthening technological innovation and talent development, and promoting coordinated provincial-municipal-county collaboration. Additionally, eight innovative initiatives will be launched, including modernizing the reference system, developing 3D reality modeling for Shandong, advancing spatiotemporal intelligent services, and realizing the value of geographic information data factors.

The launch of this solution marks a new stage of intelligent, collaborative, and high-quality development for Shandong Province's surveying, mapping, and geospatial information sector. It will provide a robust spatiotemporal foundation and data support for national strategies such as the construction of a leading area for green, low-carbon, high-quality development, natural resource management, urban governance, and rural revitalization.
